Excellencies, distinguished colleagues,

I would like to make five observations, in part based on my recent visit to Syria. In my view, these are critical for “a successful transition” to a free, stable and inclusive Syria.

First, we appreciate your desire that any transitional process be Syrian-led and Syrian-owned. We commend this approach as it is vital to ensure the transitions credibility and long-term impact. The role of the international community should be to provide support without dictating the process or its outcome.

Second, we must give the Syrian transitional authorities a chance to succeed.  Sanctions must be lifted. Financial and technical support must be provided. And our efforts must be coordinated and based on Syrian needs.

Third, as has been stated by Syria’s authorities, inclusive governance is vital for stability and prosperity. We express our support for free and fair elections. Civil society must be involved. Minorities must be respected. Women’s rights must be upheld to ensure economic growth and human rights compliance. We welcome the continuation of the national dialogue and the constitutional declaration. We think Syria would benefit from cooperating closely with the UN.

Fourth, security is essential. Syria’s territorial integrity must be respected. Israel’s incursions onto Syria must end. The country’s unity, independence and territorial integrity must be respected. We welcome the agreement between the Syrian Democratic Forces and the transitional authorities and look forward to its implementation. 

However, the recent violence along the coast is alarming. Accountability will be the first real sign that the old rules have changed in the new Syria. We welcome the rapid formation of the investigative committee which must be transparent and independent. It is imperative to recognize the critical importance of transitional justice to achieve long-term peace.

Fifth and final, the humanitarian needs are still enormous. Norway will continue to provide substantial humanitarian assistance to Syria and neighboring countries. In Syria, we will also support reconstruction of vital infrastructure such as water, electricity, and health, and capacity building of Syrian authorities. That is why, In 2025, Norway initially pledge 65 mill. Euros to Syria and the region, out f which at least 35 million will be allocated to Syria.

Syria’s future is important for the Syrian people first and foremost but also for all of us. Equally, a “successful transition” depends on us all.
