Norway to increase its support to Ukraine by NOK 50 billion

Norway is now significantly increasing its support to Ukraine. The parties in the Storting have agreed to increase allocations to Ukraine for 2025 by an additional NOK 50 billion.
‘Broad-based political agreement has been reached in the Storting on a substantial increase in Norway’s support to Ukraine. Today, we have decided to provide an extraordinary contribution of NOK 50 billion to Ukraine for 2025. The funding from Norway helps to enable Ukraine to defend itself against Russia, and also supports the peace plan that European countries are developing,’ said Prime Minister Jonas Gahr Støre.
Russia’s war of aggression against Ukraine is continuing unabated and the scale of Russia’s rearmament is cause for concern. Norway’s support for Ukraine is essential not only for the Ukrainian people, but also for the safety and security of Norway and Europe as a whole.
‘The fact that we have achieved broad political consensus on important decisions that have an impact on our safety and security is vital for Norway,’ said Mr Støre.
Serious security policy situation
Norway stands united with the rest of Europe on the need to increase support to Ukraine. There is close cooperation with the Nordic and Baltic countries, and steps are being taken to coordinate efforts closely with the UK and France.
‘We are contending with the most serious security situation in Norway since the Second World War. This funding represents a major Norwegian contribution to peace and stability in Ukraine and in Europe,’ said Prime Minister Støre.

In line with the fiscal rule
‘I am pleased that all the parties have endorsed an extraordinary increase in our funding to Ukraine this year. This allocation brings the overall funding framework for support to Ukraine for 2025 up to NOK 85 billion. This is crucial both for Ukraine’s fight to defend itself and for our national security. The funding will be used in its entirety in connection with international initiatives and procurements from the Ukrainian defence industry. The additional allocation is in line with the fiscal rule on the use of petroleum revenues,’ said Minister of Finance Jens Stoltenberg.
Norway’s support is based on Ukraine’s needs and will be coordinated with contributions by other European partners. Importance will be attached to effective control systems to ensure that the funding reaches the target and is used for the intended purpose.
The increased funding to Ukraine has been endorsed by all the parties in the Storting. At today’s meeting, the parties reached agreement on increasing funding under the Nansen Support Programme for Ukraine.
The extra allocation for 2025 comes in addition to the funds that have already been allocated. This means that Norway will provide a total of NOK 85 billion in support to Ukraine in 2025, bringing Norway’s total contribution to NOK 205 billion for the period up to 2030. The Government will soon submit a separate proposition to the Storting on increasing support to Ukraine.
Facts about the Nansen Support Programme for Ukraine
- The support programme was first launched on 16 February 2023 by the parliamentary leaders, Prime Minister, Minister of Finance and President Zelensky.
- The Nansen Support Programme for Ukraine has been endorsed by all the political parties in the Storting.
- When it was first launched, the support programme was to provide a total of NOK 75 billion over a five-year period from 2023 to 2027, with an annual disbursement of NOK 15 billion each year.
- Since the support programme was launched, the annual financial framework has been increased several times. In 2024, support amounted to a total of NOK 27 billion in funding.
- In the autumn of 2024, all the parties in the Storting reached agreement on expanding and extending the Nansen Support Programme for Ukraine.
- The programme was extended by three years, to run through 2030.
- A minimum allocation of NOK 15 billion per year was established.
- At the same time, the allocation for 2025 was increased from NOK 15 billion to NOK 35 billion. The overall funding framework was increased to NOK 155 billion.
- The new allocation brings the overall funding framework for the Nansen Support Programme for Ukraine up to NOK 205 billion.
